Joseph Castellano, Policy & Enforcement, Safeguards, Anthropic
Joe works in Policy & Enforcement at Anthropic and is a strategic advisor to Dr. Jose Hernandez-Orallo, an AI Evaluation expert. He holds an MIPP from Johns Hopkins SAIS, and focuses on influence operations, international coordination, and AI evaluation.
Alex Duffy, Head of AI, Every Inc.
Alex Duffy – Head of AI for Every. Focused on applied AI, context engineering, and education. He built AI Diplomacy and games that make AI better. He believes AI is leverage for your subject matter expertise.
Michael Jinghan Zeng, Professor, Department of Public and International Affairs, City University of Hong Kong
Jinghan Zeng is a Professor at City University of Hong Kong. He is the author of Artificial Intelligence with Chinese Characteristics: National Strategy, Security and Authoritarian Governance (2022), along with numerous other publications on Chinese politics. Professor Zeng’s expertise on China’s AI politics has been recognized internationally, including through his testimony before the UK Parliament’s AI in Weapon Systems Committee. Currently, he serves as the Founding Editor-in-Chief of Cambridge Forum on Technology and Global Affairs (Cambridge University Press).
Kayla Blomquist, Co-founder and Director of the Oxford China Policy Lab (OCPL)
Kayla Blomquist is Co-founder and Director of the Oxford China Policy Lab and a DPhil researcher at the Oxford Internet Institute, with an affiliation to the Oxford Martin School AI Governance Initiative. Her research focuses on US-PRC relations and international AI governance, examining how status and legitimacy shape the US and PRC’s AI governance and development. Kayla’s expertise has been featured in outlets including The Economist, BBC, and Reuters. Prior to Oxford, she served as a diplomat in the U.S. Mission to China, specializing in the governance of emerging and dual-use technologies.
